Generally, Gaming-quality PCs are more powerful than consoles; however, console games are optimized specifically for a certain console, whereas PC games ahve to work across a wide range of hardware - saying "x graphics > y graphics" is pretty stupid in and of itself because, well, an XBox 360 is an XBox 360, but a PC can be a netbook, an average Joe's desktop, or a multi-thousand dollar god-in-a-box. Games like GTAIV work better on consoles simply because they were terribly optimized for the PC; similarly, the Orange Box wasn't very well done for the PS3 so the PC version tends to work a little better.
I've never played a console RTS, so I'll withhold judgment. Especially since I'm more of a PC gamer than a console gamer so I'll probably have a biased opinion anyway.
