Isnt the mail order rule part of the reason companies ship the product regardless of its readiness as far as pre-orders are concerned?

Delaying SUCKS, but it's FAR preferable to putting out a piece of crap that doesn't work on launch day and pissing everyone off.
For all the "OMG BEST GAEM EVER" we hear about skyrim, I'm sure all of us remember how awful the launch was, right? Massive slowdown and corrupted saves, dragons flying backwards, etc, right?
