The technology of the Fallout universe could easily apply anywhere. The game technology is pretty much a mix of current sci-fi ideas, with retro sci-fi ideas. It's the feel of the games that would suffer taking place outside of the US. The nationalistic feel, of the pre-war society, and the look and feel of the current destroyed 50s era decor. A house...like most people. Anyway, no it would not work, Fallout games are about cheesy American patriotism. Just the feel of it would completely change if it was in Britain, and honestly I would hate it. And like someone said, there are no vaults in Britain, so they are most likely all dead. During the Great War America isolated itself from the rest of the world, also it wasn't exactly on great terms with other countries, Britain included. Vault-Tec was built due to this paranoia, thus it is impossible for a branch to exist there. According to the series' history America was the only one actually remotely prepared for the bombs.
