Just to get really pedantic, the term "super-hero" is a bit of a ret-con. They tended to be called "costumed crime-fighters" or some such in the early days, since a large chunk of the earliest heroes did not have super-powers. One of the many things that makes Batman so iconic is that he was one of the very 1st superheroes, both within his fictional universe and within the real world, to attain immense cultural status despite lacking any powers.
Of course if you want to get pedantic about the term 'superhero', then yes he is not a 'super'hero, because he does not have any 'super'powers.
