I'm gonna go with Bruce Willis simply because of Die Hard and Pulp Fiction (although It's not really much of an action movie but it's pure awesome)

But old Clint comes in a VERY close 2nd place.

I left out Bruce Lee because he owns all. And I'm not even mentioning that "other guy" you know...the Ranger...that walks...in Texas...and was killed by Bruce Lee : 3

Ah, so Bruce Lee doesn't count. Good move, OP. If it weren't, I guess every post would say "Bruce Lee."

I think I'll go with Arnold. Why? He's the only one who can say, "Who told you you could eat my cookies?!" and make it sound fucking awesome.

They are all fine choices, but Clint Eastwood: I mean, c'mon! He's f****in Dirty Harry! All others need not apply.

Bruce Willis being a close second, but he's been in some terrible movies.

EDIT:
Just noticed too, but; Really? No Chuck Norris?

Sean Connery, the original Bond. A director was asked this same question and he said that while on a set, he saw Sean Connery with his head on one chair and his feet on another, his body from the neck to the ankles completely straight suspended in the middle, with nothing underneath him. He was sound asleep in this position.

Obviously, any man who redubs half of his lines in the latter half of the movie so that they sound more badass is the best action hero.

But seriously... uh, I guess I don't watch enough action movies to know for sure, so I'll go with Simon Pegg :D
