PCs have had dedicated servers since the dawn of online gaming. There were matchmaking services -- notably Gamespy and the Microsoft Zone -- but they were always supplemental, with dedicated servers being the main attraction. It wasn't until Xbox Live made matchmaking cool that developers starting ripping the dedicated server options out of their games; once upon a time, if you had an old linux or windows box that you weren't using, you had a dedicated server. These days, most devs don't include the functionality, because console gamers don't know any better and they make more money this way.
Edit: Let's not say "most." Let's say "Activision and other companies that are trying to mimic the success of CoD." Most non-F2P PC games still support dedicated servers, as does at least one F2P game (TF2.)
