If my family had been put into a Concentration camp and the Government was moving against the "Mutants" in a similarly racist way, then I would get Nightcrawler to teleport into the White House, assassinate the Secret Service, and then get Mystique to assume the role of the US President, then just keep things anti-mutant for a couple of months so no one got too suspicious, before a change in policy.
As soon as your Government stops affording you the rights of a Citizen you can do anything you choose to against that Government as they are no longer your elected representatives. By this I mean I am not advocating anarchy against the State if your chosen party fails in a democratic election, but the acceptance that "the law" is (re)defined by Government ostensibly on our behalf and not for totalitarian reasons.

Using force just means that the government is going to push back, and if you aren't Wolverine that probably just entails getting shot in the head by a sniper. Changes that come about peacefully tend to have more staying power anyway.
I'd be all peaceful and diplomatic until I got bored with it, then it'd just be random carnage to prove my point. Much like a real life Grand Theft Auto game really. But with super powers.
