They're both great for different reasons. I'm going through Saints Row first, but only because it's the shorter game. I'll play through it's story mode then pick back up with the Skyrim character I started before SR3 came out.
As for the poll, I'm afraid there isn't an option for me. I haven't beaten it yet so I don't know if it's better/worse then the older games. Based on what I've seen though, I'd put it at "Different than ealier SR games, but just as fun".

For the record, none of it is bad. Just different. I preferred the old clothing style where we could stack on layers of clothes if we wanted. It could make for more unique style and outfits and color combinations were seemingly endless. On the flip side though, with The Third's style the outfits look better and feel much more natural.
Cars have less variety now, but the upgrades allow for more invenstment in building up "your car". Mine is a Hammerhead with black paint and a green stripe. Different, but still great in it's own way.
I'm also one of those masochists who didn't mind having to do side missions to gain progress. Some of them were annoying, but the rewards came regularly and most of them were pretty fun. Of course the new game's option is fun as well. All the upgrades being gated off by a leveling system makes the game flow differently. Again, not bad. Just different.
There are several small things like that. None of it major. Some of it unexpected, some of it for the better, some of it not. It all balances out to a pretty great game that's been delivering a ton of crazy fun. So long as you remember to not take it too seriously.
My only true complaint with SR: The Third is story related and it's a spoiler. It's an early game spoiler, but still. I'd rather not put it in print. Anyone who's played through the game likely knows what I'm talking about.
To bottom line it, I have been having a lot of fun with The Third. And I had a lot of fun with SR2 as well. And both of them are great for their own reasons.
