Like some other people have said, it's because breasts (at least in most places where female toplessness IS outlawed) are considered sexual. This isn't some arbitrary idea that we came up with either. It's an evolutionary thing. In most mammals the Buttocks serves the purpose that breasts do for humans. It's a display. When humans became bipedal, from an evolutionary standpoint, people needed a display up in front. Therefore, female breasts became sexual.
Now certain cultures have grown out of this OR do not see this as reason to cover breasts.

To be honest, I find it pretty disgusting when men walk around topless in public. Sure, do it in your own home, but something about the naked body of ANYONE in public repulses me. Another issue is that a woman can wear a swimsuit, but the second a man wears anything the same size as their undies, everyone throws up. Men can show off their legs too ladies, sure, it's not pretty, but isn't it a little sexist? What if a man want's a tan, they don't want a dodgy tan-line. Not really fighting for males who want to sunbathe or anything, but partial male nudity of the bottom half is supposedly unacceptable. Legs aren't even remotely sexual, and sure, you can argue they don't call male brief swimsuits "budgie smugglers" for no reason, but you can probably think of it as "Dick cleavage". Not a nice thought, but there are less people who don't like women showing the size of their boobs by wearing tight tops, even though it's basically the same thing just with different sexual parts.
I guess the point I'm trying to get is that, even though women have to cover their top half, men have to cover their bottom half, so isn't it just as equal?

I don't disagree. However, the male chest is also a sexual display. A wide, semi-muscular chest is a turn on to most women (I don't like super muscular cause they don't look natural). Even a wide chest on a not-in-shape guy can be sexy. Or a skinny, fit chest. ... I think I'm getting off the point again.Redgethebat said:

The only reason we have to cover them up is because the patriarchy wants to keep their sex objects locked up for their personal use and no one else's. I don't mean modern - I mean 4000 BCE, that was the mentality (the same one that invented Harems). The fact that it's continued to modern day is simply tradition. Men displayed their chests to attract women - women hid their chests and only displayed them to their mate. However, the modern world is not a patriarchy (at least not as much) so it's time to get rid of outdated social standards from thousands of years ago and let the twins be free... in 90 degree weather. Otherwise, the bra is honestly more comfortable.

Women are judged more harshly than men over their appearance, period. Even if, on rare occasion, we're allowed to go topless, we don't get the social acceptance men do.
Why should women go topless when everyone's going to shame them over a lack of a milimeter-thick material?

Boobs are simply a taboo thing that needs to be covered up, its like women have an extra "nudity area" on their chest where as men only really have one

Also, girls can be insecure about their breasts because they don't actually know what's normal. Not saying you're saying it's an excuse to rape, but as standards or dress become more normal, they become less provocative. What I mean is that it's better to allow normative standards to evolve than to draw a line somewhere.
Woman have boobs. Boobs are taboo. Actually really its more along the lines of nipples are taboo boobs are frowned upon. It's really that simple. Woman = boobs = bad. Men = no boobs = good.
