Well, one reason might be that men made the law and decided that in order to appear sexually appealing men should be allowed to show their abs and chest region, while women who got boobs appear sexually appealing even with their clothes on since their boobs are quite visible even under clothes.
Yeah, bad guess, I know. I don't actually know when it comes down to it.

Well first off male breasts aren't seen as being sexual, so men going topless isn't that "bad" of a thing.

Really? I've sucked on guys' nipples before during sex. Seems to be quite pleasant for them.

if a woman did the same, parents would be averting their children's eyes, media companies would be barraged with complaints and she'd be made to put clothes on or, laws permitting, even arrested (Can the police do that? It sounds plausible).

Sorry to go a bit off topic, but I live in an area where women are legally allowed to go top-"free" should they choose to. It's actually a pretty sexist notion to allow men to go without tops but not allow women to do so, so the laws were changed. Funnily enough, when I see a women going topless, I notice it's only other women who get annoyed or angry with her. Doesn't happen too often though, other than March Break.

Pretty sure it's legal in parts of Canada and know it's legal in parts of the U.S. (NY, OH, HW, MA, etc). I doubt it's changed the people who live there's lives much, but it's legal.

There are a few areas that I know of that allow topfree women. New York definitely. Certain parts of British Columbia and Quebec too I think.

Just confirmed Ontario. If I were a women I would jump right on it, give a few black eyes to the guys that get a little too close. Hehehehe! Then again there is this issue where a judge ruled that it was not rape if the person was dressed provocatively so meh! But in all honesty the argument that women must cover up because the breasts are sexual is mostly societal (not ruling out natural biology here) same way oral sonic vibrations of a particular caliber, i.e. Swears have the nature of being considered vulgar. Almost entirely subjective, personally I believe that if there were more breasts in everyday situations we would not notice them anymore than a persons face. What do you think?
