Go ahead, if you're having doubts about it sell it. Thats what i did with fallout 3 and i have no regrets about it.
You know, I've realized something about the apartments section in Silent Hill 2. When I think back I also tend to think that it was my least favourite part of the game. But if I truly analyze the experience, it isn't because they are the most "boring" or "slow" part of the game, it's more because they are actually the most uncomfortable part of the game. At least when you run around in the streets you have a little sense of freedom and space (you can keep well away from all the nasty monsters). Also, yes with that moment. That particular moment was beyond terrorfying.
Every meeting with that particular character created pant shitting horror which was only heightened by the fact that you could hear him lumber towards you while you were trying to fumble the controls to actually figure out where to run.
No other game can recreate a moment just like that. : )

A good horror game doesn't focus on fighting. In fact, that is the very mistake that the Resident Evil series made in Resident Evil 4 and onwards. Good horror games focus on atmosphere, and Silent Hill 1, 2 and 3 are make up textbook definitions of good horror atmosphere.
