As soon as I saw this poll, before I had even clicked on the link, I said out loud to myself "Spike Spiegel".
I was delighted to see that he was one of your options, as I knew you couldn't include every character ever.
The man epitomises cool, it seeps from his every pore. He does not give a shit, and glides through any battle with an almost ballet like gracefulness.
What a show, loved it the first time I saw it and watch it about once a year. A dead set favorite of mine in the Anime stakes

Having recently started watching Soul Eater, I would say Maka (She's F****ING AWESOME!). Or possibly Soul.

Now that I think about it, almost every well characterized character in Hellsing was cool. Especially Pip Bernadotte. He cares not what you think of his last name. He was a real man.
Edit: Yea, I'm changing my vote to Pip Bernadotte. He was just too cool.

Ed from Full Metal Alchemist is definitely one of the coolest anime characters out there if a little less well known than the guys from Dragonball Z or Death Note.
