First of all, Halo was released in 2001 and Perfect Dark in 2000. Hardly "oh so many years before Halo" now is it?
Second, this milking statement makes no sense. The series now has: 3 'main' games, 1 spin-off FPS and 1 spin-off RTS with another spin-off FPS in development. How on earth is that milking? You know what's milking? This:
Each new Halo game added something new to the series, be it story progression, playing from a different perspective (with that I mean ODST, though I was disappointed with how it eventually turned out, it was too much like Halo 3) or setting foot in an entirely new genre.
That ain't milking.
As for your Perfect Dark statement, that's not what defining means. It was GoldenEye that defined it, and not Perfect Dark or Halo, because GoldenEye made it really big, that was the game that really made console FPS popular.
As you said, Perfect Dark went on where GoldenEye started, so did Halo. GoldenEye gave them the opportunity to do so, that's what made it genre defining.
