So, grisly expectations aside, that's definitely a B for me. You want it free-standing rather than rubbing up against the wall where it's harder to grab and more likely to accumulate muck.

Pretty much this. I set it up as A, even before I got a cat, mostly because I get annoyed if momentum makes the roll trail down to the floor after someone has torn it. So yeah, A.

Like the majority here I go with over, which is "B" in this case.
I have just always done it that way, if I am visiting someone who has it going under I won't change it, but I will comment on it, you can be sure about that

Are you implying that momentum somehow wouldn't keep it unspooling if you hung it backwards? I suppose that, mount permitting, you could press it against the wall to stop movement, but if your hand's already on the roll, you could just manually stop the rotation.

And what's with all of these people who apparently can't rip toilet paper? You do know it's not supposed to be made of metal, right?

You have very odd cats then.
Out of the 3 cats I have right now, 2 of them love unrolling the toilet paper. Hell, my 17 year-old Siamese used to bite a hole through the rolls, but not as much anymore since she's so old.
