Oh, my first time through I rarely used fast travel in Oblivion. However, the world wasn't as fun to run around after exploring it once.

I'm not sure why it costing money is a good thing since it's 100% optional. No one is making you use it. There's no competition.
Towards the end of the game, sure.. it costing money didn't really make a big difference. But those that played Morrowind would remember having the choice at the very beginning to travel to the next main town to jump into the main quest... or save some cash and wander around instead.

I guess the best way I can explain it costing money being a good thing is: It's optional, but if you want to get somewhere faster.. it'll cost you. In terms of getting lost in a world, that just makes more sense to me rather than pressing Tab, and clicking on a spot on my map.
