NCR is really the best choice. Though there is corruption, on the individual level most of its members (soldiers, politicians, etc) really do want to make the Wasteland a better place. Also, they may ask for taxes but they won't enslave you, do not conscript, and will do their best to keep some raider from showing up and blowing your head off cause he likes your snow globe. Thats a hell of a lot more than any other faction is offering.
House just wants your money, pure and simple. As a living, breathing person you don't mean squat to him unless you are useful in some way. If you aren't, go piss your money away in a casino and GTFO.
The Legion have no sustainability that we have seen. They do absolutely nothing to endear themselves to either the conquered or their neighbors, and the entire operation is still, despite Caesar's best efforts, nothing more than a band of tribals and thugs masquerading as an army. They make it abundantly clear that the only thing holding the Legion together is Caesar, and he won't live forever. Once he dies, it will collapse in on itself and all those "unified" tribes will be right at each others throats again.
Independence=Raiders taking your snowglobes. Some towns would manage, but most would be wiped out. Hell, Goodsprings would have gotten it in the beginning of the game if the Courier hadn't been there. Would any other town like that stand a chance without help? Probably not.
The Enclave and Brotherhood are just a collection of military and science types who are too concerned with hiding in their bunkers and playing last man on Earth to actually run anything. Lyon's group in FO3 were a step in the right direction, but they were more concerned with fighting than rebuilding.
The Followers are a decent non-NCR group, but they are too idealistic with nothing to back it up. Its all well and good that they want to help people, but short of curing a few colds and feeding a few bums they can't really DO anything.
