SR4 was being made alongside the SR3 DLC, at which point they decided to merge both games into one, and spend more time polishing it. SR4 is not just repurposed SR3 DLC, its SR3 DLC that was merged with the original SR4.

Also, graphically speaking it hasn't really improved since SR1. Apparently SR3 featured an upgraded, modified engine version of the one featured in SR2.
