It would be bad idea for Half-Life to include Iron Sights.
They are all well and good for 'realistic' shooters but for those games that are unrealistic by design often would be ruined by this mechanic. (not that its a bad one)

This is because if you add this feature to anything but a sniper rifle you are trying to make something that is unrealistic and fun into something realistic and as a result this would create a huge conflict. Look at Halo as an example, how long would you have played if the fast paced gameplay slowed to a crawl whenever you want to fire any weapons? Another is Unreal tournament which the fastest and most mobile players are best, would anyone be any good if every 5 seconds you slowed to a crawl?

Another problem is when it is implemented badly, ie New Vegas. The iron sights filled half the screen and didn't help with aiming anyway. There was no use for it anyway because of V.A.T.S.

In the end it depends on the game and how well it is done. Half Life is not a game it would suit.

allow me to propose good sir, that the iron sights on that gun are there for use by combine soldiers.
Gordon Freeman's HEV suit (or Hazardous Environment Suit) probably is equipped to help you aim without obstructing your vision or forcing you to slow down. This probably stemmed from it's use in the laboratory to allow for fine manipulation of hazardous objects while keeping them away from the face.

Besides, the things HUD has a MUNITIONS counter for gods sake.

I think a more important question is this: Why does Half Life need iron sight aiming? Does every shooter have to follow CoD's example all of a sudden?

If Iron Sights is enough to ruin Half Life then Half Life didn't have a hell of a lot going for it.
