Ehh, probably not. There are some that like to link the reduction in crime to 'broken windows' policing but only a few cities tried that. We ended up seeing a drop in crime nationwide in the mid 90s through probably a combination of abortions (fewer unwanted kids), video games (something to do after school), and reduction in lead levels.
