There really isn't any kind that allows one but not the other. The set-up for either is that you can run applications that aren't part of the manufacturer's intended features for the system, so if you can run homebrew stuff, you can get it to run piracy stuff, and if you can get it to run piracy stuff, you can get it to run homebrew stuff. I'm so fucking sick of those douchebags, and no I don't care what stupid images or excuses you post, you're nothing but thieves at the end of the day that ruin things for the rest of us. Examples just on Sony stuff include that they won't put trophies on the PSP in part because of pirates and custom firmware doing who knows what to the system, and of course the removal of the Install Other OS feature from old PS3s (granted, Sony did overreact on that, but they wouldn't have had to do anything if people weren't such cheap fucking douchebags).
EDIT: Also on the subject of Australia why do people always say "games are so expensive here, if you paid in another currency it would cost this much." Okay, good for you? You're not buying the games in that currency. Shut up.
