I don't think so actually. If you look at the increase in the size of games when you install them(the minimum now must be about 8GB, with many 10 or over) over the years compared to the increase in size of save files, it's barely noticeable. For TFU it's still only 320kb needed for a save.
Of course TFU isn't comparable to a forever randomised sand box, but then again a save won't be the thing that controls what is randomised. A save surely just 'remembers' data, it doesn't alter it or have anything change in the process of the data being saved.
Saves will never be that much of a problem in my opinion, even if my entire last paragraph was wrong (I'm not an expert on saves, sorry guys) from what you can see today, with games being up 25GB in size (GTA IV) and saves still being in the kb section, there's nothing to worry about. And certainly no need for that terabyte hard drive on the next Playstation or Xbox.
