what linux os is the one where you have to manually input commands to run programms and stuff?

All of them can be run like that, through the bash terminal. Most common distros today come with some sort of desktop environment, so they look very similar to Windows or MacOS or whatever.

i downloaded ubuntu, how can i set it to manual input ... btw this is my first ever linux

Menu Applications/Accessories/Terminal to get a session. You can press ctrl+alt+f1 to get a full screen terminal if you really want to.

Open a terminal.

If you mean make it so the computer doesn't display a GUI when you log in, and instead just has a terminal CLI...well that's kinda out of my knowledge, you'd be best off asking on the Ubuntu forums for that.

[edit: And you'd be mad to not want ANY kind of GUI on your first foray into Linux. It's a 'geek OS' for a reason you know. :p]
