I voted for Dr. Robotnik, just because originally I'm a Genesis fanboy. Sonic the Hedgehog was the first game I played as a kid, although I eventually got an NES and GameBoy.
For me it was a match between Lich King and GLaDOS. I chose GLaDOS just because she is so emotionless. She won't give a damn when she kills you. She'll just move on to the next test subject.
I voted myself, because I am the meanest, baddest villain.
Truth be told, nobody stands a chance against GLaDOS. She is the most methodic and scientific of them all. She will simply run as many experiments as needed to figure out how best to destroy her opposition, in the most cruel way...
... all in favor of scientific progress...

Gotta say the Lich King. He will absorb their souls into his blade and raise them as his undead warriors! And how do you kill a GlaDOS...THAT'S ALREADY DEAD?!
In summary:
Team Rocket - Routinely defeated by a pre-pubescent boy and his electric rat
Sephiroth - Whupped by a quiet dude with a big-assed sword
Pacman Ghosts - Only 4 chances to stun them and return them to their holding pen - cannot be banished to outer dimensions or repelled or repulsed in any way
Dr. Robotnik - Routinely builds subtle flaws into all his hedgehog squishing devices
Bowser - Routinely whupped by liliputian plumbers
GLaDOS - Whupped by someone not even wielding a gun for heavens sake
The Lich King - Requiring vast hoardes of WOW-ers to defeat at any one time (So I'm told)
M.Bison - Unarmed
So I think it goes between The Lich King & Inky, Pinky, Blinky & Clyde
And ultimately, I've not fought the Lich King but i've run away from the boys too many times to count, so they take my vote.

I got the Lich King in the quiz, but I have to go with GLaDOS. She's easily the most methodical, and she doesn't get distracted by any kind of emotional attachment. Every opponent is a new experiment, and she'll do what it takes to find out the best way to take them out.

The Lich King is easily the most powerful. Neurotoxin and Rockets? Like he gives a shit. He takes on the Forsaken's poison.
Team Rocket? Not even gonna dignify that with an answer.
Sephiroth? The only possible person to put up a fight. Pity Arthas is a god damn tank. If a small group of weedy Japanese pricks can take down Sephiroth, Arthas can ***** slap him to death.
Pacman Ghosts? Arthas will just steal their souls with Frostmourne.

Bowser, the big ass spiky badass lizard turtle dragon thing that breaths fire. Pretty darn impressive. Arthas would cut him in half.
And what's Bison gonna do? Punch him? The Lich King will fuck his shit up.
No contest.

I'd say GlaDOS's luck Portals would end up being toxic to the the undead or magically reanimated while detethering ghost from thier earthly coil/bodies (Though that's just wishful thinking though Portals havn't been properly tested on the undead ormagical creatures.)

The Pacman Ghosts, of course.
The ONLY thing that could maybe defeat(sort of) them is Pacman.
And since he isn't on the list, there is no one, who is a thread to them.
In the end they always win, and Pacman always dies...
But the abillity to build mazes could keep them in check... for science. These monsters. ^^
