Yes their will be magic. In honesty I wouldent go for 6 different races, cause then you get away from the sheer awesomeness of Steampunk. 6 different nations, lets say two for each cliche region (Generic people from Far East, Generic people from Europe, Generic People from Cold Place that you begin with an N).
Depends if you are going for Steampunk or Steampunk with some magic thrown in. And despite being all for clockwork people nation, well... I like steampunk, because in some ways it makes sense. Sentient clockwork? As in true sentience? Well, unless you throw some magic in there... *cough* And again, Clockwork is not steam powered.

Eh, not really. I'd say there would be enough variation between an android and a warbot to distinguish them. Both physically and psychologically. I wouldn't make them clockwork though - that kinda goes against the whole "steam powered" design choice. Steampunk's all about using steam in highly optimistic, improbable, and ultimately pointless ways.
Hell, WoW, (which people keep trying to bastardize for race ideas) has steampunk elements, is it a steampunk game? Hell the no.
