READ BEFORE POSTING
The kind of comic I'm looking for does all of these things:

*Tells some kind of ongoing story.
*Recurring characters.
*It doesn't have to be a humor comic.
*Jokes in themselves aren't a problem, though.
*Skilled artwork.

So yeah, I DON'T want you to recommend me XKCD. (I mean, hey, I already am a fan of it.)

Webcomics I already read include Girl Genius, Jack, Gunnerkrigg Court and, of course, Questionable Content.
If you wanted "skilled artwork" than why read QC? I love the comic, and I really like Jeph, but he needs to work on his same-facing. Not as bad as Adolf Buckley, but getting there. Just because you improved your art doesn't mean you should stop improving it, Jeph!

OT: Probably GWtB. I think its good, at least.
What do you mean by "same-facing"?

I would recommend Sluggy Freelance. (www.sluggy.com)

The only thing is, it started in 1997, and is updated daily, so if you start now, you'll have about 14 years of reading to do.

I read most of the webcomics recommended in this thread and the other one, but Sluggy is the only one I check daily.

A Miracle of Science (finished) and Afterlife Blues (by the same people).
Both mostly hard SF with attention to detail.

Also: Narbonic.
Mad scientist hires computer guy. Hilarity ensues. Contains, among other things: A singing robot army, a secret moonbase, a conspiracy of everyone called Dave, Teleporters and a gay, hyper-intelligent secret agent gerbil who is also an unitarian minister.

HOMESTUCK HOMESTUCK HOMESTUCK HOMESTUCK [http://www.mspaintadventures.com/]

Andrew Hussie is a God of webcomics. Homestuck is the only webcomic so far that has fully used the medium - it includes reader suggestions (well, not any more), flash-based updates with music, frantic gif, a strange parity with a deliberately bad webcomic that's actually drawn by one of its characters, time travel, IM as the main only form of dialog, and videogames.

If you start reading it and feel it's going nowhere, continue to read until the meteor. (You'll know it.) If after that you still don't like it, then it's probably not for you.

Some other suggestions:

Phoenix Requiem. [http://requiem.seraph-inn.com/] Come for the strange magical Victorian but not steampunk world, stay for great character development. It's almost over too, so when you finish reading it it'll probably be over already.

Dead Winter. [http://deadwinter.cc/] The only zombie webcomic that knows zombie webcomics aren't about killing zombies but about human relationships under great distress. Great use of colour and gifs, too.

Kid Radd. [http://www.bgreco.net/kidradd/] If you read only one sprite comic... well, read 8-bit Theatre, but if you read two, the other one'd better be this one. Although whether or not pixel characters are 'skilled artwork' can change; they are all original characters in a variety of styles, though.

All of my other picks have already been suggested, so there you have it.

Personally my favorite is Megatokyo, it takes a while, at first it's just a humor comic, but after the first "Volume" (He makes his own) it has a story with interesting and sometimes funny characters. The site is megatokyo.com

Well I'm sure that most of the webcomics I read will or already have been listed; so I'll just recommend my favorite (now with the first comic in the series!):

Edit: Hmmm... I guess I should have added links. Well here they are (also more Blank It so you aren't weirded out by the pantlessness).
Freak Angels [http://www.freakangels.com/]
Blank It [http://blankitcomics.com/]
Erfworld [http://www.erfworld.com/] (Just remembered that there are text updates later on the story, so I hope you like a bit of reading)
That other one [http://www.giantitp.com/index.html]. With the adventure group.

Actually, while Homestuck is scripted, Hussie has said potential future adventures might well have user input :p

Also, one mustn't forget Problem Sleuth, on the same site as homestuck (it's in the archive)

You might want to try Snafu comics. [http://www.snafu-comics.com] There are lots of good ongoing stories there, and most of the artwork is gorgeous (or at least the most recent stuff is).

One I haven't seen is Drow Tales, easily my 2nd fave and has a really good art team.

Though be warned, the quality jumps quite a bit as they have re-made some old chapters.

Erfworld, Goblins, Keychain of Creation, Schlock Mercenary, and Commissioned. (Though it is worth noting that there are several different storylines in Commissioned and many of them keep getting derailed or simply come to a halt.) Serious Emotional Disturbanes is a comic by someone I know, but you might not like it.

I'm assuming no one has suggested Gun Show? It's really goo-

Skilled artwork? Whoops, I guess you won't be wanting it then. The recurring story is spaced out between one-shots anyway >_>

Not that long, if you only count the ones I haven't read. Freak Angels isn't one of those. I love it.
Freak Angels is excellent, I absolutely love that comic (don't get enough comics set in Britain IMO).

Actually, I was introduced to it the same day that I created this thread. It was the comic that inspired me to do so; I wanted to get more comics like it.

Supernormal Step is a definite recommendation. It basically has everything you're looking for; the art at first is subpar but quite early on it gets cranked up several notches.
