I stopped playing long ago because RE5 was so meh, so this is pretty much wasted effort on Capcom's part.
a bit of code to let you play online is basically just a lot of text, and doesn't take up much space. A couple pages of text on Microsoft Word is about 25 kilabytes.
It is pretty crappy that you have to pay 5 bucks for it, it seems like it should have been included in the game on the first place.

I personally think most DLC is overpriced for what it is (and I hardly ever buy any) so I don't think I would've gotten (or gotten upset over) this even if I had picked up RE5.
That said, capcom has some of the worst deals where DLC is concerned.
Don't buy it. That way they can decide if they should bother making it at all and if it should be part of the original price.
Also if you don't buy it now, you may be able to get it later for a better price. Though I keep playing Warhawk, I didn't get the DLC for that until it dropped to half price. I didn't get Shivering Isles until I saw that for a good price too.

It always amazes me how many gamers have no objections to companies ripping them off. I hear EA has a bridge in New York they're looking to sell. You can even download the deed straight to your 360 or PS3.
