See? this is why we dont need those retarded ass laws about more videogame inforcement.

And just speaking from personal expereicen, i used to work shifts for a friend at walmart (yeah, walmart never really cared so i just siad i was him, which was awkward becuase he was asian and a head taller then me, and i'm white so it wasnt likei could even lie) and its WAY easier then most people think to steal a game. I've seen customers do it constantly.

What I was trying to say was that the 20% could very likely be down to these people who don't do their jobs right since they just want to get the day done. And that it isn't terribly unusual to find said people

Normally I don't say this, but you are wrong.

If I sell a violent game to a minor, I lose my job. This is true for pretty much every retail outlet. From Wal-Mart, to Best Buy, to Gamestop, and any retailer that sells games.
cept Target(its the one bringing the statistic down)

when i worked there we never had a policy to ask a person age(nor have i ever heard anyone getting ask there age there)
