The PS4 is using X86-64 processors as well. And with higher RAM, Unified Memory and far greater Internal Bandwidth than the Xbox One it's a much better friend to PC gaming than the Xbox One.
In fact, given Sony's growing support for indie devs, I predict the exact opposite to your hypothesis. Microsoft being PC friendly? Really? Given the end of support for XNA, making most (if not all) of their first party games 360 exclusive and doing their best to shut out Indie devs and with the recent revelations about the XBone games being demoed on Windows 7 (proving the developers either can't or won't work with Win8 at the moment), can you honestly think they have been supporting PC Gaming at all?
EDIT: Forgot about Games For Windows Live, because that was what PC gaming needed, amirite?
