That's roughly right. It's been a while since I've touched the editor so I can't throw together a step-by-step how-to, but that's the idea. You go into the unit editor, find the producer building (barracks, gateway, etc) and find the list of units it can create. So, you want to disable units? Find the buildings that build stuff in the dataeditor, and remove from the abilities the unit construction features for the ones you don't want, that is the jist of it, I think...
