I suppose it would depend on how you interpret this paragraph of the constitution. A very liberal supreme court may well rule that a person who has been a citizen for fourteen years may stand for president even though they were not born over there

There really isn't much to interpret. You can still be a citizen in the US, but not be a resident, due to military service. There's also the jus sanguinis, the legal principle which states that if you are born (or adopted) outside the US to US parents, then you are a US citizen. So it is possible to be a citizen in the US without actually living in the country.

Nope! Obama was born in Hawaii, which is a US State. He gets citizenship due to the principle of jus soli. McCain was born on a US Naval Air Base in Panama to parents who were US citizens. Since the Air Base was indeed under US control, McCain was granted citizenship due to both principles of jus soli and jus sanguinis. So both were eligible to run for President.

I believe his confusion came from the fact that you have to have been living in the US for a certain amount of time and been born a citizen. Ergo, you're born a citizen and you leave for 36 years and return, you can't run for president for X years later

Maybe. But he still had the notion that you could be foreign-born (not on US soil or to US parents) to be the President.

But yes, this is true. If one was to leave for 36 years after birth, then that someone could run for the Oval Office at the age of 50.

Even though the "birthers" are full of crap, I kind of wish they weren't, so that could serve as precedent for Ahnold to run for Pres. When a Republican who's married to a Kennedy can win over the Dems and the Republicans in the most violently partisan state in the country, you've got a winner.
