Why did that necessitate the removal of their heads, either pre- or posthumously? That's unclear, but mankind has been lopping off heads with very little provocation for centuries.

Is it that difficult to imagine someone seeing decapitation as a solid cure for cholera?

If I don't have cough medicine on me I would then resort to decapitation to cure colds.

I know you're just being silly, but the Nazis weren't really a powerful political party in Germany until the 1930s.

1914 was the beginning of the WWI era.

But vampires were a powerful political party in Germany as late as 1922.

If I know my stuff, once their heads are recombined with their bodies those vampires will once again become a menace.
