VVVVVV.

Granted, it is rendered somewhat bitter by the dozens of deaths one incurs in that 90 minute playtime.
Awww, I was going to suggest that... here's a sub 20min speedrun of it:

Metal Gear Solid. Can be finished in around 3 hours - but it's perfect. And so good that you'll play it again. And again. And again.
Further, the MGS HD Collection was just released. Good opportunity to run through the sequels for an amazing price.

My suggestion for short games nowadays are any military FPS. Any COD takes less than 10 hrs in a campaign to complete. Oh and apparently RAGE is super short too.

This went from the good side of short games to the 'wow these are pathetically short games that require me to play online against people and have a bad time to get my money's worth even though most of them tote stellar campaigns' types of games.

Eversion - Although I wouldn't call it sweet.

and as someone has mentioned, Vanquish. Yeah it's not long but it's so fun to play.

starfox 64, just a simple run through can be pretty relaxing, not trying to get "secret" worlds, just go defeat andross. can be done in about an hour...
I remember finishing it in 45mins, so could be a very short game. But damn Starfox64/Lylat Wars was great fun.

Portal has to be mentioned, its probably the modern definiton of a short, but decent, game.

I'd also throw in the Stanley Parable into the mix. Ok not so much a game but a something (yeah really don't know what to call it). Takes about 40 mins to get all the endings.

Prince of Persia: The Forgotten Sands. I played through it, had a blast but theres no real reason to play it again after the very short story.

Isn't that game on multiple discs? With cutscenes up to an hour in length?

I've been putting off getting into this series due to its size, but if the first game is short enough, I'll try it out.
You could, in all honesty, just play the first one and never touch the others. You don't miss out on anything as the original game had NO gods-damned hangups, anime overtones, or any of that other crap that continuously showed up in the sequels. I love it to this day but could never play the sequels a second time.

Anyways, I think I'll make the obligatory Portal mention. However, beyond that it's hard to think of good examples. You can't really say stuff like Illusion of Gaia because they weren't really short at the time, though they are by today's standards.

Portal - Even though it took me about 12 hours to beat it the first time, I can easily beat it in under 7 on replays. The immersion was splendid, I kept wanting to know what was gonna happen next, and the puzzles were quite good.

Actraiser - Short, even by the standards of other games from that time period, it nonetheless was an enthralling game where you wanted to get the max population on all the cities. It is still a shock that the sequel removed that feature as it was, in my opinion, what made the game great.

Jolly Rover - Even though it borrows a bit from Monkey Island, it was still a unique twist on a familiar concept. The characters were endearing and I genuinely found myself wanting more after I'd finished it. I actually wrote in to the guy who made it asking if there would be a second one, but unfortunately he admitted it didn't sell well enough for them to get the go ahead. Maybe it if had sold more copies...

MegaMan 2 & 3 - Fairly short for their time, though insanely fun and addicting. I'd actually stick MegaMan 1 in this, but it wasn't as good as 2 or 3 in my opinion (which is what you're asking for). In fact, 2 and 3 are the only ones I will play frequently as I still feel they're the best of the Classic series.

Tail Concerto - Although rather short for a PSX game, it nonetheless captured my attention. I liked the characters a lot, especially the kittens, and the gameplay was really good. I'd always hoped for a sequel, but never heard of one. You really got the feeling you were in a series of ruins in the sky..

Mister Mosquito - I know, it's a quirky game and a lot of people haven't played it.. while I was, admittedly, a little tired of the gameplay by the end of the game (cause the difficulty skyrocketed) I kept wanting to get more of the storyline. I heard they'd made a sequel, but we never got it. The humour was very good in the game and it was very unique.

Hmm.. I wanna list others but they're either not that short (in my opinion), or weren't short when they came out. :/

Well, Portal is a given.

Also, Minish Cap. Brilliant game, but I finished it in an afternoon.

Well I guess the most recent game in memory to me would be Ico. Really short, yet really good game.

Portal is the most obvious answer and I need not explain it

Metal Gear Solid, very short game but interesting with great boss battles and story.

Zone of the Enders 2, amazing set pieces and extremely fun gameplay.

Castlevania, Yeah the original game, short length made up for with high difficulty.

Contra: Hard Corps, the only Contra game on Genesis/Mega Drive but holy balls it was the best and really short.

Wow 4/5 games I've mentioned were made by Konami right? I wonder if they'll ever get back to being that great.

Portal, naturally, but I also rather loved Eversion (as much as it made me want to pull my hair out).

Heh, You Have To Cut The Rope can be finished in about 20 seconds, and for what it is, it's pretty sweet. Made me have a good laugh anyway.

Other than that, there's the mildly amusing first Fable with its abrupt ending and generally short story (I didn't do any sidequests, usually leave them for post-completion fun), but it was just meh-ishly sweet.

Every Day The Same Dream is another flash game that can be completed in minutes, but it's also really good. Just a bit of a guess game sometimes, but totally sweet.

And then my favourite of the bunch, Monsters In My Pocket for the NES. I can complete it way under an hour, and with a childhood of practice I can also complete it in one life, but even if you're not that good at it, it's still a bit short. Not Altered Beast short, but Super Mario Brothers with all the shortcuts short. And it's one of my favourites.

Seriously, about 8 hours long, and just awesome.

Medal of "Honor" (2010).
Wow, this is a really long cut-scene, I wonder if the game's in two acts and I've reached the half-way poi....credits? Seriously? If I hadn't found this on a discount table at Dick Smith for $20, I would seriously feel like EA owe me money.

I've a feeling that shooting at dots in the distance would have worn thin after a while, but in a four hour campaign that's not so much a problem as the $80 price tag on what in the nineties would have constituted the shareware version of a game. I did get the impression from Yatzee's Battlefield 3 review though, that the dot warfare problem does persist in the DICE world.
