Attila (well the not so much their new album) all they sing about is partying and drinking and getting laid. But damn, the music isn't half bad and the vocals are killer. Plus, they put on a great live show.

Extremely silly band with odd music videos, often nonsensical lyrics and a great attuitide that says they're just having fun. Far from my kind of music, but I fucking love them.

Can add Tankard to the list to have something original. Active since 1982 and pretty much only makes songs about beer. Sucks a bit that Gerre, the vocalist, has lost his impressive beer gut, but it most probably means more years of delivering alcoholic metal to the thirsty masses!
I would have to say Steel Panther is a solid choice. I saw them play a few months ago and it was pretty entertaining. It's all sex jokes but some of it is hilarious.
Psyhostick - I think these guys find objects lying around the house then write songs about them. Humorous especially since they're a bit on the metal side.
Back when I was at university I had a roommate that for whatever reason never wanted to bathe. So whenever me and the rest of our roommates got tired of the stench, we'd play Psychostick's "Shower" at max volume on repeat outside of the door to his room until he finally got off his ass to take a shower. Good times, good times.
While not a silly band, Devin Townsend is indeed a silly man.
Going so far as to write a whole album stylized as his alter-ego "Ziltoid the Omniscient" an all knowing conquering alien, stomping across the galaxy destroying any planet that dares offer him a sub par cup of coffee.
How can you say the genius behind Albuquerque is only capable of parodies! I suppose you could claim it's a parody of power ballads and stream of consciousness songs, but its a work of genius in its own right.
