That doesn't sound like a silly reason to me. Music, and sound in general, is a big factor in setting the tone of a game and helps create the atmosphere. Halo for example, if you ask me, was changed from being a smooth but otherwise not very special Doom-ish (yes, I said it, it's a lot closer to that than the rain of CoD-like games) shooter to an epic battle against superior forces mostly thanks to it's outstanding music.
And a game could be brought down for the same reason.

There are plenty of good movie tie-ins out there. GoldenEye, several Star Wars games, some Spiderman ones, the latest King Kong one. It's mostly those tie-ins from kid-oriented movies, Shrek and Kungfu Panda and so on, that are cheaply made shovelware.
