Only one that currently comes to mind (which has yet to be mentioned) is Baraggan Louisenbairn (AKA Espada #3) from Bleach... well, his "true" form anyhow.

Well, we have quite a few here, however, I feel you all are missing a cartoon with an exclusively skeletal antagonist team. I am speaking of course of, "Skeleton Warriors". Look it up, your life will be incomplete without witnessing the cheese that the 90's has produced.

Unforgotten Realms Live has a race of Intelligent Skeletons with varying Personalities. Their race doesn't have a name though as they have just been revealed recently.

Kudo for mentioning that Marvel character but how can you missed out Ghost Rider or is he not a full on Skeleton? (I doubt anyone or even himself had became nude without the jacket or pant at one point in the story.)

There also the film from last year "The Book of life" which is based on that Mexico festival Day of the Dead aka more skeletons to add into the list. Lastly I guess I have to thanks to this Tumblr that I came to be awared of this 80's or 90's cartoon show called Skeleton Warriors. I shit you not, there was a cartoon about skeleton warriors even in my vast amount of 80's and 90's cartoon knowledge I never heard of it until recently!
Also op, you gonna have to look up the characters in that cartoon yourself.

This is pushing the definition of the word Skeleton a little bit, he is mostly made up of bones, but you can't get a bigger personality than Raziel from the Legacy of Kain series.
