Steam is very good to modders. You can still distribute the mod elsewhere, but you can also choose to do so through Steam. They've done this for Half-Life 1 and 2 mods, and it works rather well.

I put faith in Bethesda not to do this again, I trusted them to be honest here! I'm sorry, I was foolish to believe Bethesda could keep their word.
If they were smart, they'd work entirely on releasing the Creation Kit! Once it comes out, they will NEVER have to worry about fixing PC glitches EVER again! On top of that, the Mod Community would fix things a hundred times faster than they would.
At this point, I'm not holding my breath. We'll be lucky if we get the Creation Kit by July at this rate.
In the past six months they haven't said anything about releasing the Creation Kit within a week of launch. They've stated that there will be one. They then made an announcement on the forums on release day that it is indeed coming, without giving us a date.
This is the FIRST time they've given us an actual timeframe on the Creation Kit, so I really don't see the problem here.

WHY?! Why do we still play your games Bethesda?! Seriously, only Bethesda can get away with something like this. Then again, their games are SO good that people are willing to overlook transgressions so serious that they would otherwise cripple any other dev studio.
We bash Bethesda for the bugs just as much as we do Obsidian. Many (most) games today don't even let you mod it, so if it's a buggy mess, then you HAVE to rely on the developers to fix it. Bethesda has ALWAYS allowed us to mod the game to our liking. Beyond that, Bethesda still releases patches to correct any major bugs... OH NOES DRAGONS FLYING BACKWARDS, it's the end of the world! Oh wait, no it isn't, since a hotfix has been released.
Furthermore, you have absolutely no idea how ridiculously huge the game is in terms of content. I'm 80 hours in, and I've maybe done just over half the quests available (not counting the dynamically generated quests). It would take a ridiculous amount of time and money to iron out all the bugs in games of this scope. It's so incredibly rare to see large scale games get released in a bugless state. Sure, maybe they could do more to release a more stable game, but no developer is perfect. Blizzard makes a few decisions that a lot of us don't like (Lack of LAN play, Real-Money auction house, etc...). Valve takes a long time to release their games.
I've had a few buggy moments in Skyrim, so I'll list a few.
-Killing one dragon didn't give me a soul for some reason, big whoop. I have too many souls to spend at this point. (Fixed in patch)
-Game title crashes to desktop after extended periods of play (usually around 4-5 hours). This isn't that big an issue for me since the game's save system ensures you never lose more than ~15 minutes worth of gameplay.
-Ragdolls go crazy sometimes. Who fucking cares!
-You might have to position yourself in a weird way to loot some corpses. I think it happened only once where a corpse was completely unlootable.
There's that thieves guild issue on 360, doesn't affect me but whatever. One or two questlines might be broken, at this point it doesn't matter because there's so much other shit to do in the game. Bethesda does fix these major issues.
To conclude I'd like to say that yes, we look past most of these issues because the game is simply that good. We will go back and play it come patch time to check out any fixed issues and enjoy more of Skyrim. I sensed some sarcasm in your post, though but hey you did actually answer your on question anyways.
