First, I don't trust people who I have never seen before posting asking for something that is most likely illegal. Secondly, you must be really fucking stupid to have managed to delete that file. Finally, ask somewhere else.

1) Start > Run > Regedit
2) Locate HKLM(HKEYLOCALMACHINE)/Software/Microsoft/Windows NT/Current Version/Image File Execution Options/
3) Find the folder called "Explorer.exe" or something to that effect
4) Delete it
5) Reboot

If this was caused by a virus then this is the fix, it will remove the debugger

And what the hell people, this is obviously not illegal, seriously, because it is to do with windows files doesn't suddenly make it illegal.

EDIT: Is your virus AV8 per chance?

EDITEDIT:

It is possible to change step 3 if you worried, just find the key called debugger and just delete that instead.

Viruses can easily infect explorer.exe, and no it is not illegal at all, and the file is not specific to you, so no it is nothing like a license, it is just a file.

I would but I'm not sure which version of windows I have, also i'm not very tech-savvy so... if you could walk me step by step through it then I would but it's probably in your best interests to find someone else to help

On a serious note though, this thread probably doesn't need to continue as I already sent him the file. So... I'm going to go ahead and make the assumption that since he hasn't said anything in approximately an hour, it probably solved his problem.

It was corrupted. I got a friend to send me a copy. The copy was
64-bit. Now I no longer have the file.
