In Star Trek, "Gul [http://en.memory-alpha.org/wiki/Cardassian_ranks#Gul]" is the rank of Commander in the Cardassian military hierarchy, of which Gul Dukat [http://en.memory-alpha.org/wiki/Dukat] is the most well known.

The rest is play on words of "cul-de-sac [http://en.wikipedia.org/wiki/Cul-de-sac]", a small (usually residential and suburban) dead-end road.
