Starting up a new game. I want to play as a drunken mechanic who becomes a brilliant pistol duelist when liquored up.

Suggestions for Perks or SPECIAL stats? Any idea on what outfit might go best with this build? I'm not powergaming, I want to have a fun experience rather than an OP one.

Additionally, what sort of builds or characters do you enjoy creating when playing a Fallout game?

Well there is only one outfit that you could go with. Some RobCo overalls and the Lucky Revolver.

When I play Fallout 3 and New Vegas I like to roleplay as a bounty hunter type character. I usually pump my skill points into Melee weapons and Small guns and have my character wear either Leather Armour with a cowboy hat and sunglasses or Elite Ranger armour.

Well if you're going with mechanic, you'll be taking the Repair skill, that pretty much means you should also go with Guns as your combat skill. From there, you could go with Explosives if you want to have some more combat options, or possible Speech, if you want to be a charming drunken mechanic. Also, Speech just makes the game a whole lot more interesting.

Following that, Agility and Charisma would be your primary special stats. Endurance could be good for increased survivability. And besides, a proper drunk should be able to take some punches and down copious amounts of liquor while he's at it!

Perks, well, there's so many of them, you should find something that fits!

As for myself, I like to play Science, Medicine, Speech, Energy Weapons. Think: Educated Scientist from Vault City, who eventually realized everyone there is a dick and decided to head east.

Wild Wasteland might be a fun perk to go with, the few 'events' and such that appear could certainly apply to the drunken part of it all. Perhaps clothing wise you could choose one or two pieces that aren't necessarily useful, but ones that you might pick up and wear when drunk. I'd make suggestions but I can't remember off the top of my head.

To answer your last question, I automatically have inclinations towards sneaky sneaky types, who will help people but is deeply suspicious of everyone.

High luck is fun if you haven't done it before, especially you aren't committed to particularly high other SPECIAL stats. As for skills to TAG, you appear to have Guns and Repair. Barring any other particular qualities you were intending to role play, Science, Speech and Lockpick are always useful. Wild Wasteland is a fun trait. And I personally like taking a lot of conversation perks.

Repair, going with about 5 Int (or less, if you like), and try and max out Luck and End? Try and stick to revolvers, and something like a Robco jumpsuit. Basically, mirror Raul as much as you can.

Drunken Mechainc Pistol Duelist?

Ok, here is some perks that may help.

Rapid Reload (Less time reloading = more time shooting, helps with the small ammo capacity revolvers)

Run 'n Gun (Makes circle strafing more viable)

Hand Loader (Opens up alot more ammo choices for you to make)

Old World Gourmet (Hard liqour also heals you)

Jury Rigging (More for flavour)

My courier was a BoS scribe who saw the writing on the wall and went into hiding, so Energy Weapons, Science, and Repair are the main skill I use.

Wild Wasteland and Four Eyes at the beginning. The stat boost for four eyes is dead handy and wild wasteland is just amazing.

On my first playthrough I basically tried what was like the worst loadout possible in Fallout 3, Energy Weapons - Science - Speech and dropping strength and endurance some points to give myself 7 intelligence and then putting all the other special points in to give myself 10 luck. Turned out to be a legit loadout and a shitload of fun. Bankrupting the casinos is a lot easier I can tell you.

I'm going to step in and say that Four Eyes is one of the worst traits you can pick. I picked it originally on my first playthrough, but by the time I was finished the tutorial, I dropped it. While the bonus to Perception it grant you is indeed handy, the flaw it gives you is far worse due to lazy programming. See, they didn't make it so that you lose a point in Perception by not wearing glasses, they made it so you are a one off of your Perception constantly, and that by wearing glasses, you get a bonus of two. While this might not seem like a problem, it's a big one if you want perks like Better Criticals which will be harder to get since your Perception is actually one point down.

In short, would have been a good trait, if it weren't for some inexcusible lazy programming. Whichever programmer decided to cut the corner needs to be smacked for being an idiot.

As for the OP's load out, I suggest against it, simply because booze does not give any benefits to someone focusing on guns. If you were charging at them with melee weapons or unarmed it'd be good, but for someone focusing on one handed weapons, you'll get no benefits from it. A better choice would be something like Jet, Psycho, Steady, Turbo, or even Med-X.

As for my favourite character build, I base most of my characters around having an extremely high Critical Chance Modifier, as well as trying to increase my Critical Damage as much as possible. Few things are more entertaining than watching every chunk of someone explode with my shotgun. Most of the time in combat against people, there is little left afterwards except their ankles from where they were standing at one point, and a splatter of gore for the next twenty feet behind them.

Also, is the OP on console or PC? I have a TON of good mods to suggest if it's PC. Been playing little else for the past three months now other than FO:NV.

my steam randomly got rid of my New vegas so I have to redownload it T.T

I usually just play as a marksman, however your idea sounds like a fun playthrough so I might give it a go. ^^

He's not looking for the best setup that he can find, he's just roleplaying a drunk mechanic.

Personally, I'd go with maxed luck and that Lucky revolver. As for what to wear, the Robco overalls, or something similar, would probably be best.

One thing I don't like about the Wild Wasteland trait, you can't obtain the special Gauss rifle YCS/186, if you've chosen that trait at the beginning of the game.

Other then that, I don't anything else to add.
While I wasn't super-impressed with the Wild Wasteland trait (I wanted more out of it). I also probably (abused) used the YCS/186 a tad too much as on the default setting with EDE I feel like it made the game too easy.

Well, I made a small list of mods that I enjoy. This isn't my full mod list, just the ones I liked the most.

Niner - http://newvegas.nexusmods.com/mods/48002
An awesome companion. Great dialogue, and very helpful. Less I say, the better, because you'll want to meet him yourself.

Trench Gun - http://newvegas.nexusmods.com/mods/48767/
It's easy to pick up early on, but this serves best as a good late game shotgun I find. Quite accurage, and very respectable damage, made even better by associated perks you can have with it.

Modern Gunslinger Outfits - http://newvegas.nexusmods.com/mods/48848/
These are just some great looking, lore friendly outfits. Quite well balanced as well.

Satchels - http://newvegas.nexusmods.com/mods/35904
If you've heard of, or used Tailor Maid at all before, Satchels blows it out of the water by comparison. Adds dozens of great little clothing additions, my favourite of which being the bullet proof vest (aka Security Vest in game), that can be worn on any outfit. Looks great with a Merc Grunt outfit underneath to have the simple Bullet Proof Vest and T-Shirt combo. I'd suggest to install the Light Version of it though to get easy access to all the items at Doc Mitchell's House. The bag you find them in there also respawns ever few days. Oh yeah, and it has cowboy spurs!

More Perks - http://newvegas.nexusmods.com/mods/35979
Adds several new perks to the game that allow additional methods of play. I don't need to say more than that. Works even better if you get other mods that allow increased perk gain rates.

Snow Globe Perks - http://newvegas.nexusmods.com/mods/38548
Adds some reason to get Snow Globes other than the small cap reward. These perks are a bit generous though, but also require some additional triggers to get the full effects (+2 Luck for being Idolized by The Strip, Freeside, and White Glove Society being one of them).

Clean Up New Vegas - http://newvegas.nexusmods.com/mods/35719
Takes a lot of the random trash out of the game. This increases the performance of the game as well as explained on the mod page as it doesn't need to load several additional static textures.

Companion Playable Outfits - http://newvegas.nexusmods.com/mods/36881
Let's you easily change companions outfits.

You Take A Sip From Your Trusty Vault 13 Canteen - http://newvegas.nexusmods.com/mods/34963
Removes the annoying pop up message that always appears when you drink from your canteen, you still drink from time to time though

Contreras Map Marker - http://newvegas.nexusmods.com/mods/40235
Easily get to Contreras to trade

New Vegas Map Markers - http://newvegas.nexusmods.com/mods/37182
Makes it so you can travel around the Strip a lot easier

New Vegas Uncut - Freeside Open - http://newvegas.nexusmods.com/mods/46355
Makes Freeside one big open area, and adds other elements as well (The guy has a lot of other good fixes for NV as well)

Nevada Skies - http://newvegas.nexusmods.com/mods/35998
Much nicer weather

Old World Radio - http://newvegas.nexusmods.com/mods/47577
Adds several new radio stations that all fit in, nothing like listening to some old radio serials when you walk around the Mojave

Real Smokes - http://newvegas.nexusmods.com/mods/46532
Always bugged me how you can drink and shoot up almost anything you find in the wasteland, but despite all the packs of cigarettes you can find as well as all the ones on the ground, and all the NPC's that light ones, you can't have any. This fixes it.

SGDs Black Bandanas and Black Headwraps - http://newvegas.nexusmods.com/mods/39234
An actually good looking bandana to wear

Sunglasses Collection NV - http://newvegas.nexusmods.com/mods/36333
Adds a lot of good looking sunglasses to the game, because every Courier needs some badass aviators

TFH Bullet Scar - http://newvegas.nexusmods.com/mods/47676
Have your character go round with the wound they recieved at the start of the game

Mares Leg - http://newvegas.nexusmods.com/mods/48241
The author has several good gun mods out (though there are a few I'm not so fond of), I suggest you check out his profile for more, just listed my favourite

Houses:
Bucket Loader Cabin - http://newvegas.nexusmods.com/mods/48539
Buried Mobile Home - http://newvegas.nexusmods.com/mods/38147
Goodsprings Farmhouse - http://newvegas.nexusmods.com/mods/37490
Hunters Bolt-Hole - http://newvegas.nexusmods.com/mods/48307
Train Car Hideout - http://newvegas.nexusmods.com/mods/47899
Vegas Ranch Home - http://newvegas.nexusmods.com/mods/47715

Some great new player houses to have.

Well you'll want to have Cass as your follower. Her perk makes it so that you get extra DT when drinking whiskey. That is if you intend on having followers.

I can understand, but at the same time, booze does literally nothing. Doesn't even blur your screen or anything which would make it fun. Least things like Turbo or Steady would add something to the character because they would actually alter the experience of play in some way.

My Character is a man with a bright red handlebar mustache. Traumatized by raiders in his youth, my character is violently hostile towards all humans and therefore they are all Kill on sight. He focuses on weapon skills and survival, but has terrible luck and people skills.
