I generally play on my Macbook Pro back home, but I have Windows 7 as a separate partition.

I like to think of my laptop as a horrible hybrid of both OS's.

Okay but it looks like you need to install steam to be able to buy it, but you don't need to download it immediately.
So you could download steam at work buy the game via the net and don't start downloading till you get your laptop back.

Well, assuming Steam will survive the understandably heavy server load right now, I may consider Hard Reset. Anyone know if the extended edition is any good? I remember being kinda unimpressed with the demo of the original version.

Haven't played the expansion myself but I suspect that if you didn't care for the demo, there won't be anything in the DLC to change your mind. I really enjoyed the original game, but it was very much a one-trick pony.

and predictibly, the servers crashed. No wonder they are sceptical on cloud gaming. If they went head long into it they would need servers that could rival the government's.

No idea, I'm assuming that there should be some indication. I'm making this assumption that there's some event connected to this because Steam has had some sort of event associated with their bi-annual sales. It appeared along side of the summer sale and the previous awarded badges deals with the past holiday sales event. While I can't definitely say that there is one this year, I'll be surprised if there wasn't any event this summer.
