Space Marines can be kinda steam-punkish. City of Death scenarios are definetly steam-punk. Also the empire in Warhammer is kinda steam-punk as well.

My choice would be Lady Blackbird [http://www.onesevendesign.com/ladyblackbird/]. It's good for a night of fun. The system description is minimal but it's a very solid design (one that's easier to grok if you've seen another "indie" game already).

Many rules-light games work well here, e.g. Risus or Wushu for action-centric narrative, Primetime Adventures for stuff that mixes action and drama.

If you want something with a bigger rulebook, Spirit of the Century is written as 20s pulp but easily covers steampunk, particularly stuff with a Jules-Verne approach to it. Feng Shui might be one you like as well.

If you want lots of rules but minimal "narrative" or "meta" mechanics, you could always get the GURPS and its steampunk supplement.

Edit: If you're going to play Wushu, play Wushu Reloaded. PDQ/PDQ# are also similar.

I'm actually playing a Risus campaign at the moment. Admittedly the setting for this one isn't steampunk, but the rules take about 5 minutes to learn and a character takes about 20 seconds to create. You can use it for any genre you like; I can strongly recommend it.

What aboot rifts? that system basically covers everything ever conceived by the human mind, ever...

that is if you can deal with the mind bogglingly insane amount of supplements written for that game.

Iron Kingdoms, one of the better Steampunk settings.

Rifts is a real tragedy. Ironically fusing the greatest setting EVAR with the most clunky, unbalanced and unplayable ruleset.

Only because you just use Minsk anyway.
1. Minsc.
2. I was referring to your character's ability scores. You can spend as much time as you want creating your character's personality.

Aww, burnt (is it burnt or burned?). I just thought you'd appreciate any little Minsc reference.

It's in a separate supplement, which, knowing GURPS supplements, may or may not be out of print.

I can't say anything more definite than that because GURPS is really not my bag.
