I'm actually playing a Risus campaign at the moment. Admittedly the setting for this one isn't steampunk, but the rules take about 5 minutes to learn and a character takes about 20 seconds to create. 2. I was referring to your character's ability scores. You can spend as much time as you want creating your character's personality.
