Blood Bowl Legendary Edition (on Steam). Very surprisingly fun TBS game, with team advancement and leveling addiction included!

Civ 4 is SO much better than Civ 5, kinder on your wallet too. The Total War series is really good as well, and it has RTS elements in it as well.
On both counts, I agree (still didn't like Civ 4 that much mind... liked Civ 5 even less *hrk*). Anyway, Total War is more RTT (limited units in combat... unless you have reinforcements)... but that's a point of pedantry & semantics.

OT: Still, if your brother values a game's replayability, get him Rome, 'cos it's probably got the most diverse spread of factions in the series (Med2+expansions notwithstanding). Though Med2 has much more gameplay in it once you have the expansion packs (Americas/Britannia/Crusades/Teutonic = shit loads of people to slaughter your way through) and it's pretty cheap now.

My younger brother loves Turn-Based strategy games. For his birthday I would like to get him a new one, any ideas?

Franchises he has already played:
Final Fantasy Tactics (his favorite)
Fire Emblem
Romance of the Three Kingdoms
Disgea
Check out Frozen Synapse on Steam. It's a turn-based strategy game where both players plan and execute their turns simultaneously. It's only 20 bucks and you get a free copy to send to a friend, so you could both play the game if you get it.
