OT: Yeah, this is fairly inconsequential, given that computers are in charge of innumerable critical systems that our societies run on. I Think WarGames would be closest in this case. The line

seems to suggest something more akin to WOPR.

The constant retarded threat of MAD (through nuclear strikes) is just threatening to take your ball, and going home to burn it, taken to the extreme.
