Given the size which OP wants it, no the chest would look funny. However it would make a good start for a full sized chest piece provided you had OPs image big enough.

But I don't think this particular tattoo goes well there.
I think this one is either for the stomach, the wrist or the shoulderblade to look good.

Besides, right below the neck HURTS LIKE HELL. >_<

It's not wrong. My mentor has full sleeves a back piece and a chest piece and he still conceals them all the time (partially as part of being a teacher, partially because they're so personal to him. I often feel that way about my piece, too. I just said what I did because most people who talk about a concealable location are more worried about hire-ability than anything else. Another thing to keep in mind is how many you plan on getting. If this is the only piece you really want, then anywhere is fine, really. But if you want many (like sleeves) then keep in mind the relation between the positioning of that piece with other pieces you may want in the future. Personally, for a piece like the one you showed, my first inclinations are: chest, right or left aligned; shoulder blade, right or left aligned; inner forearm. They're all nice flatt-ish locations that symbols like that work nicely on.

Are you sure you want a tattoo? Positive? Because if all your doing when your planning it, is thinking, "how can I hide it" Why not just draw it on or hold up flash cards when you want to show people how much you love the Egyptians.
I've thought about it awhile and yeah, I'm sure. The only reason I want to hide it is because I, personally, don't want to flaunt a tattoo around when it's a reflection of something that means a lot to me. I'm not getting to show off how much I love Egyptians, If I was I wouldn't bother. I'm just trying to find the best place where I can show it when I want without it being on show all the time and so I have an idea of where it would look best.

Personally I don't give a shit if something shows, I think you should get it where you want it and how you want it. If its only going to be a small piece then you could pretty much go anywhere, at the size you are suggesting inner arm is probably a better spot, if you want to blow it up a little bigger it would work well half way down your side I'd think. The thing with back and chest pieces, depending on the design and location if they are as small as you are suggesting I think they look a little weird surrounded by so much empty skin.

Welll where I want it is somewhere easily concealable. Considering it's my first tattoo, I don't wanna start off with something big anyway. I was thinking I could get it done small at the top fo my upper arm.

I have a full sleeve of a tribal tattoo and I still look at it and think "thats fucking awesome!", I love the shit out of it and I have it since I was 18 and I am 22 now.

On topic. I would say some where like the forearm side of elbow that bends inwards, so as you twist your palm upwards it would be facing upwards.

Though I have to question your choice in it, have you put more than 30 seconds thought into it or did you just think "I like egypt, the ankh is over done ... so a crook and whip will do"? I mean you don't need to tell me the answer just have a think about it.

I am not a "every tattoo should have a shit load of meaning" kind of guy, I have a full sleeve tribal tattoo and I am white kid who is half English and half Irish, there is no way I have tribal connections but I still have it.

Just think about it, will you be ok with this being on you in 30 ... 40 ... 50 years time when it looks like a bad birth mark? Yes? Go for it and enjoy it. I know I love getting tattooed and I bet you will get addicted to it aswell.

It would work, personally I think it would look better on the inner forearm, but again I don't know you so it could also depend on how your built, best advice is to take it into your artists, and ask for their opinion.
