Worst: Mega Man X7, particularly the robot masters. Not only poorly delivered, but extremely repetitive even by action game standards, worst of both worlds.
In retrospect though, I'm sure there are quite a few worse than X7 I haven't tried, since my main system at the advent of VA was the N64, which preferred small clips (see: Zelda, Banjo-Kazooie) to large monologues. Never got to hear 'Jill Sandwich' until later.
