Wait, are specific, unique yet unnamed characters allowed in? Because if so then I'll go for Jacket, the unnamed protagonist (sort of) from Hotline Miami.

It's published by Atari. Oh, and Illidan would be Blizzard, as while they merged with Activision, they're still considered a separate publisher, especially since he's pulling from Warcraft 3, which came out before the merger.
Goku would be Bandai if you're counting the first publisher, as the game he mentioned(Budokai) was first released in Japan with Bandai as the publisher, then it was released in the U.S. with Atari.
