Because if so, then Bethesda didn't just take "liberties" with the Fallout world, they took almost everything in it and chnged it to their liking.
That isn't taking liberties, that is an almost complete overhaul.
Harold, aliens, the BoS, the Enclave, raiders, super mutants, radiation, and many more. Things that Bethesda took and changed them for their liking when they could've just created completely new factions, enemies and stories that did not conflict with established canon.
