I highly doubt it's real.
Valve I think are just staring in awe at this guy's photoshop skills.
The BLU team is referred to as BLUE, and when playing as the dog, you're looking above his ears, not from his perspective (something I think Valve wouldn't do).

This update is obviously fake; there are too many things wrong with it.

For example, why would Valve need webs when they have servers running freakin' Steam?

However, I can't explain why it's on the official page. Maybe a joke, or directing attention at a user-created mod, perhaps?
