The machine detects via neural scans a certain chemical in the brain found within people who have a sadistic personality trait and actively use it upon others to increase their mental pleasure, whereby if a certain level of it or more is found within a person, the machine immediately reforms the liquid into pure lead, causing the "horrible person" to convulse and die nearly immediately.

It uses an air compressor to increase the pressure inside the barrel while having a sliding panel blocking off the open end. When the air has reached critical levels, the water will be condensed into a hard lump. Then, when the trigger is pulled, the panel is pulled away and a bullet of super-hard water flies out, possibly killing someone.
